Measures are agreed against the original problem and baseline. They may cover time, cost, quality, risk, adoption, user experience, commercial opportunity, reliability or engineering performance.
Material changes are assessed for their impact on value, delivery, cost, risk and timeline. Revised expectations are agreed before additional work proceeds.
